Council confirms M7 roadworks will miss end-of-April deadline

$

The upgrade works to the M7 motorway will miss their planned finishing date at the end of the month, Kildare Co Council has confirmed this morning.

However the Council say road users will see much of the work completed by July.

In early January, the main contractor, Siac/Colas JV informed Kildare County Council, the Department of Transport and TII, that the three lanes of the M7 motorway would be operational in both directions by the end of April 2019.

However many of the 80,000 commuters who travel the route every day had grown increasingly skeptical of this deadline in recent weeks.

Last Friday, the state body responsible for the country's motorway network, Transport Infrastructure Ireland (TII), said that the end-of-April date was 'considered optimistic'.

And Kildare Co Council's Director of Services Niall Morrissey, said on Newstalk Radio today that a completion time frame of July was more realistic.

He explained: "What people are going to see, and I think the motorists that are going up and down can see that the sections are getting completed.

"They can see that we are making fantastic progress.

"And what you will see is the first phase, what we call the first phase, from Johnstown Junction 8 down as far as Naas South - we're aiming to open up that probably sometime next month.

"People will see a huge improvement in that first section of the journey."

Mr Morrissey said: "It’s a difficult job, a tight site of 14km long.

"Motorists can see that sections are getting completed, we are making great progress, and what you will see is the first phase from Johnstown J8 to Naas South, we’re aiming to open that up sometime next month.

"People will see a huge improvement in that first section of the journey.

"As that gets finished, you’ll see the crews from that site moving onto the next section and joining up with their other colleagues from Naas south onto the merger."

Explaining the delayed deadline, Mr Morrissey said that there were two challenges the council, alongside Transport Infrastructure Ireland (TII) faced along the way.

"Back in December we projected we might get it done by April or May, but it’s a difficult site, every meter of excavation is a challenge," he said.

"Two major challenges we faced were demolition of the bridge and construction of the new bridge last weekend, which both went down very well.

"We’re trying not to put out too many dates, but we do see that we’re making great progress."

New website for parents who experience pregnancy loss or perinatal death

$

INFANT Centre at University College Cork, in partnership with the Irish Hospice Foundation, today launched pregnancyandinfantloss.ie, a first-of-its-kind website for Ireland.

A valuable resource for parents who experience pregnancy loss or perinatal death, the website provides accessible information on a sensitive and often stigmatised subject, shares the latest research into the causes of baby loss, promotes emotional well-being, and offers details on how to access the appropriate support services.

Keelin O’Donoghue, Consultant Obstetrician at Cork University Maternity Hospital and Principal Investigator at INFANT, Ireland’s only dedicated perinatal research centre said:“The website is a step forward in our commitment to consistent quality care for parents, as well as education and support for maternity staff while raising awareness of pregnancy loss and recognising its wide impact.”

Dr O’Donoghue and her team at INFANT, UCC, are leading investigations into the causes of pregnancy loss and perinatal death.

Supported by funding from the Irish Hospice Foundation, the website is an initiative of the Implementation Group for the National Standards for Bereavement Care Following Pregnancy Loss and Perinatal Death. The programme of implementation of the Standards was led by Dr O’Donoghue and HSE Programme Manager Riona Cotter.

The standards, launched in August 2016, defined the care parents and families should receive following a pregnancy loss or perinatal death in all Irish maternity hospitals.

INFANT Director, Professor Geraldine Boylan said:“This is an example of the excellent resources available through the INFANT centre at UCC that have a real-world impact and will make a difference to grieving parents and families."

Irish Hospice Foundation CEO Sharon Foley acknowledged the impact that pregnancy loss and infant death have on families in Ireland.

“The IHF is very proud to support the new national pregnancy loss website. The loss of a child is devastating to any parent. Grieving parents should be able to access sensitive and consistent bereavement care at every stage of their journey and in every location throughout Ireland. Maternity hospitals play a vital role in supporting parents whose child dies following pregnancy and post birth. It is vital we support staff with tools and information which will equip them to give this bereavement care to parents.

"This new website will play a major role, I believe, in providing vital information to parents and staff following pregnancy and perinatal death in our hospitals.”

Pregnancy loss is the most common complication of pregnancy. The end of a pregnancy or the death of a baby through miscarriage, stillbirth, neonatal and infant death can have a devastating and long-lasting impact on the woman, her partner, her other children and her extended family.

Kildare County Council take action after 'convoy of caravans' park on green area near Leixlip estate

A convoy of caravans which were illegally parked on a public green close to a housing estate in Leixlip have now vacated the area after action was taken by Kildare County Council in conjunction with An Garda Siochana.

It is understood that at least 25 caravans had parked near the Lough na Mona estate in Leixlip on Tuesday 8 April, and over several days Kildare County Council received complaints from local residents about the parking of the caravans.

One local resident told KildareNow: "I woke up last Wednesday to see a convoy of at least 25 caravans just sitting there on the green, apparently they entered the public land on Tuesday, April 8. It's awful to see right on your doorstep, and it's awful for the people living in the caravans because they have no access to sanitation or anything. We reported the caravans to Kildare County Council for them to take action."

Another resident said that they were 'dismayed' and 'shocked' to see the caravans taking up room on the green close to the estate.

It is understood that the caravans vacated the green area yesterday Sunday, April 14.

In a statement issued to KildareNow today, Kildare County Council confirmed that it was aware of the matter and that the area has now been vacated.

They said: "Kildare County Council was notified of a number of caravans parked on council land Monday 8 April. The council served a 48 hour notice on April 8 and the following day served a 24 hour notice. This council in taking all action available to them, liaised with An Garda Siochana and the area was vacated Sunday 14 April."

Kildare households urged to ‘spring clean’ home heating during National Home Improvement Month

$

OFTEC, the organisation that represents the liquid fuel heating industry in Ireland, is encouraging households in Kildare to spring into action this National Home Improvement Month.

With almost half of households across Leinster (47%) using oil as their main heating source, homeowners are being urged to ‘spring clean’ their heating system to avoid missing out on potential savings to their fuel bills.

Following a cold start to the year, many homes still have their heating set to cope with freezing conditions. However, by making a few simple adjustments and routine checks, households in Kildare can reduce their energy usage and potentially enjoy cheaper fuel bills.

National Home Improvement Month calls for homeowners to love the home they live in. Recognising that the internal workings of your house help to make it a home, OFTEC has produced a ‘spring cleaning’ guide which outlines the key home heating improvements to make:

  1. Adjust your heating timers: If you made changes to your timers over winter, it’s a good idea to check the heating still only comes on when you need it to. Regularly review and adjust these settings to potentially make additional savings.

  1. Turn off individual radiators: Make sure you’re not wasting money on heating rooms that you don’t use on a regular basis. Also, check the radiator temperatures in your main rooms if these were set higher during the colder months.

  1. Make sure you have enough heating oil: If you have used your heating regularly over the winter period, check how much oil you have left in your tank and top up early to avoid any last-minute emergencies.

  1. Have your boiler serviced: An annual boiler service carried out by an OFTEC registered technician is a must do. Not only will it save you money in the long term, but it will improve the efficiency of your boiler and the heat in your home. If it is below par, you can upgrade to a modern condensing appliance for better comfort and cost savings.

  1. Check your oil tank: Whilst oil tanks have a very strong safety record, it’s important to check they are suitable to store your liquid fuel. Ask your technician to ‘tick the tank off your list’ and make sure it’s fit for purpose. Your technician can advise you on tank upgrades should this be needed.

  1. Add Controls: Add controls to your heating system including thermostatic radiators valves, a room thermostat and a separate zone for hot water if you don’t have it. All these changes will reduce your home heating costs and payback is very quick. Grants for heating controls are available from SEAI.

David Blevings, OFTEC Ireland Manager, said: “Many homeowners will be inspired by National Home Improvement Month and update their interiors. However, this is also an ideal opportunity to check if your home heating needs improving. It’s easy to forget to adjust your heating system as temperatures rise during the Spring. However, this oversight could be costing you quite a bit of money."

He added:“While homeowners can make small improvements themselves, it is always best to ensure your heating system is regularly serviced, inspected and upgraded by a registered OFTEC technician, creating an even better long-term home improvement.”

Funding announced today under new National Childcare Scheme

$

Today funding has been announced for service providers who sign up to the new National Childcare Scheme.

Minister for Children and Youth Affairs, Dr Katherine Zappone T.D., has today announced that capital funding will be available to service providers who sign up to the new National Childcare Scheme. The funding will allow service providers to purchase ICT support which will assist them in recording and reporting children’s attendance.

Announcing the funding, Minister Zappone said:   “The National Childcare Scheme has been designed to be flexible and responsive, with families’ needs and the business requirements of our dedicated childcare service providers in mind. We know that family life happens, and the Scheme’s attendance rules recognise and respond to this. "

She said: "I also want to make it as easy and efficient as possible for providers to meet their obligations in relation to recording and reporting attendance. This ICT support grant, coupled with our new ‘one stop shop’ template, will do just that, ensuring streamlined administration and more time spent doing the work that really matters – providing quality Early Learning and Care and School Age Childcare to our nation’s children.”

A standard template for maintaining attendance records will also be made available to providers. This template will meet providers’ needs not just for the National Childcare Scheme but also the Early Childhood Care and Education (ECCE) programme and Tulsa registrations.

On the development of the template, Minister Zappone said:“This is another important step in supporting providers to meet requirements which are necessary to ensure that public funds are used to support the maximum number of families possible. For the first time, there is a single, coherent document on which they can rely in terms of meeting their attendance recording obligations.”

Applications for capital funding are set to open in June and detailed guidelines on the application process will be published on www.ncs.gov.ie in the coming days.

Providers can purchase ICT support which meets the eligibility criteria and will be reimbursed for the amount spent up to the maximum amount allowable.  A full list of eligibility criteria will be laid out in the application guidelines.

The maximum grants will vary depending on the size of the service availing of State supports, and will range from €500 to €2,000.

Calls for Kildare County Council to explore options for historical Jigginstown Castle in Naas

$
0
0

This week Kildare County Council are being asked to explore possible uses for Jigginstown Castle in Naas, which could potentially include using the historical castle as a visitors centre.

The derelict castle in situated on the Naas to Newbridge road and is a 17th century building that was never completed.

The castle was originally built by the Lord Lieutenant of Ireland at the time, Thomas Wentworth, as a place for King Charles to stay when visiting Ireland. However, the downfall and execution of Lord Straffon for treason in 1641 meant that the building was never completed and it was destroyed during the civil strife of the 1640s.

The basement and the castle's ground floor are still standing to this day. The building was one of the largest at the time and the first to be constructed of red brick, with plans for a pavement and columns of Kilkenny marble.

Councillor Sorcha O'Neill is asking the council to explore options for the site 'similar to historical visitor centres like EPIC the Irish Emigration Museum in Dublin', in the hope of attracting more visitors to the area of Naas.

Meanwhile, Cllr O'Neill is also asking that the council suspends all road or footpath works and road closures that will affect the Main Street in Naas or traffic going to or from Punchestown during the festival week period from Tuesday 30 April to Saturday 04 May 2019.

Both questions will be put to the council at the next meeting of the Naas Municipal District tomorrow Tuesday, April 16, 2019.

Green light given for changes to former Nijinsky's niteclub on Curragh

$

Planning permission has been granted for changes to the grounds of the former Nijinsky's niteclub - Jockey Hall - on the Curragh.

The 7-bed period home on 3 acres was put up for sale in 2015 with an asking price of €1.5m.

Planning permission has now been granted for the construction of a sand arena for equestrian exercise purposes.

Also approved is an existing L-shaped single-storey stable building containing seven stables along with a tack room and a feed store.

The owners also have been given permission to construct:

  • single-storey stable building,
  • a vehicle entrance comprising raised natural stone walls and piers;
  • natural stone boundary walls to the side and rear of the site.

One of the famous racing lodges on the Curragh and a listed building, Jockey Hall dates from the late 1700s.

Ten motorists accused of dodging M50 tolls have been hit with fines totalling almost €100,000 .

The penalties ranging from €3,000 to €22,000 were handed down by Judge Anthony Halpin at Dublin District Court.

One motorist who allegedly used Ireland's busiest motorway 800 times without paying had a bench warrant issued for his arrest after he failed to turn up to for his trial.

He is contesting his case and has instructed a solicitor to defend him.

In all, the prosecutions which resulted in the €97,000 in fines imposed, none of the motorists who had been summonsed came to court. Cases against them went ahead in their absence.

Judge Halpin imposed smaller fines on some motorists who made efforts to pay their tolls but said: "The people who disregard it totally are fined heaviest, they have no regard whatsoever".

In one case he adjourned, he granted legal aid and said this was due to the seriousness of the offence.

The barrier-free toll motorway is operated by Transport Infrastructure Ireland (TII).

Judge Halpin said the authority was in charge of maintaining the roads and he warned: "If people want to use certain roads they have to pay; if they don't, the penalties are quite high".

Each case finalised today featured five sample counts and photo evidence of how many times the defendants' vehicles had been detected using the motorway without paying the charge.

The court heard the prosecution evidence showed the passage of the vehicles, mostly private cars, on the motorway on dates in May, August, October and November 2018, as well as proof of vehicle ownership at the time.

Vehicle owners were given six months to pay the fines as well up to €350 in prosecution costs.

Prosecuting counsel Thomas Rice BL said a TII official had certificates of ownership as well as images of the vehicles passing the toll gantry on the M50.

The court can impose fines of up to €5,000 per charge as well as a sentence of up to six months.

Nicole Spellman, of 19 Kilcarrig Green, Fettercairn, Tallaght, Dublin was fined €22,000, the highest amount in the list of cases. Judge Halpin heard she was sent about 1,300 letters in relation to 446 unpaid M50 tolls and there were no payments.

Adrian Frandes, trading as Roomheat, with an address at 12 Whitechurch Close, Rathfarnham, Dublin 16 was fined €3,000. The court heard the TII would have sent him just over 600 letters about the unpaid charges. His vehicle had a history of 174 passages with no payment received.

Oleg Gherman, of 63 Innisfree, Stepaside Lane, Sandyford, Dublin, had a car with history of 156 trips on the M50 with three payments, the last being on 31 July. Judge Halpin heard this defendant would have been contacted by post 450 times by TII. He received fines totalling €5,000.

Ronan Rattigan of 2 Templeview Avenue, Clarehall, Dublin 13 was fined €10,000 for his five sample counts. The court was told his vehicle had a history of 141 passages and no payments.

Elena Ershova, with an address at The Lodge House, Killucan, Co Westmeath, was given €5,000 in fines. Her car had a history of 165 trips on the motorway with three payments and she was issued close to 500 letters.

Marek Cornaga, of 75 Armagh Court, Waterville, Blanchardstown, Dublin, was also fined €5,000. The court heard his car had done 177 trips on the M50 and there were six payments. He would have received just under 500 letters about the tolls, the court heard.

Mark Kealy of 13 Drumcairn Drive, Fettercairn, Tallaght, Dublin was fined €14,000. His car had a history of 198 journeys on the M50 and no payments. Judge Halpin was told the defendant would have been sent approximately 600 letters.

James Gallagher, with an address at 145 Church Hill, Tullamore, Co Offaly, was the owner of a goods vehicle with a history of 447 trips on the M50 but no payments were received despite being sent 1,300 letters, the court heard. Judge Halpin ordered him to pay €19,000 in fines.

Lynn McLoughlin with an address at 3564 Lakeside Park, Newbridge, Co Kildare, was fined €5,000 over five unpaid tolls in September and October. The court heard since she became the owner, her car had a history of 170 passages with six payments.

And Ted Purman, with an address at 31 Longdale Terrace, Ballymun, Dublin was fined €9,000. Judge Halpin was told his car had done 258 trips on the motorway but no tolls were paid even though he was sent 750 letters.

The court has heard it was TII's policy to negotiate with defendants and some cases on the list were adjourned.

The registered owner of a vehicle is responsible even if they were not driving the vehicle.

The standard M50 toll for an unregistered private car is €3.10 must be paid before 8pm the following day or else there is a €3.00 penalty for having missed the deadline. Motorists have 14 days from the date of issue to pay for the journey and the initial penalty; otherwise a further penalty of €41 is applied.

After a further 56 days there is an additional penalty charge of €103 and if it remains unpaid legal proceedings follow with the possibility of a court fine of up to €5,000 as well as a jail term of six-months, or both, per offence.
