Kildare Co Council said it will follow up on any possible breaches of regulations stating that wheelie must be collected between 6am and 10am.
Some residents in Celbridge and Leixlip claimed that they heard bin lorries before 6am in the morning and they noise had disturbed the sleep of householders.
Councillor Bernard Caldwell raised the issue with Council officials at this week's local Municipal District meeting.
He reminded refuse collectors, authorised to collect household waste, that the starting time for collecting in built up areas is 6am.
Council officials replied that Under the Waste Management (Collection Permit) (Amendment) Regulations 2016, household kerbside waste shall only be collected between the hours of 6am and 10pm. in areas where a 60 kilometre per hour or lower speed limit applies.
The Council said the Environment Section will follow up on any breaches of these rules.
